On December 20, 2007, the IRS released the redesigned Form 990, Return of Organization Exempt from Income Tax (2008 Form 990). This revision represents the first significant revision of Form 990 since 1979.

The IRS’s goals for revising Form 990 included increased transparency, and making the form more useful in its compliance efforts, in an era when tax-exempt organizations have become increasingly complex. Not surprisingly, the revised Form asks for more information than prior versions, especially with respect to organizational governance and related organizations.

Organizations will begin using the new form for the 2008 tax year (returns filed in 2009), however transition rules will allow many small organizations to file a Form 990-EZ instead of the new Form 990 for 2008 and 2009 tax years.
