1/22/10 Director of Federal Relations and Managing Attorney/NHeLP/D.C.

The National Health Law Program (NHeLP) is a not-for-profit law firm that works to secure health rights for low-income people. NHeLP seeks a full-time Director of Federal Relations and Managing Attorney ("Managing Attorney") for its Washington, D.C. office. The Managing Attorney serves as a point person for NHeLP with Washington, D.C. policy makers and national organizations, and directs the work of the local office. The position requires substantive expertise in public health insurance (e.g. Medicaid and CHIP), experience with legislative and regulatory advocacy, knowledge of the health care system, litigation, civil and human rights. The ideal candidate will have experience working in national coalitions, strong leadership skills and an ability to develop and implement NHeLP's legal, policy and advocacy strategies. The Managing Attorney collaborates with staff in their legal, advocacy, and policy efforts and works with counterparts in other NHeLP offices to engage in organizational development and planning, inter-office coordination, community and foundation relations, and special projects. The Managing Attorney reports to the Executive Director.

Job Responsibilities

The Managing Attorney will:

1. Serve as a point person for NHeLP with Washington, D.C. policy makers and national organizations, developing strategies with NHeLP staff to impact federal policy on NHeLP's priority issue. In connection with this, the Managing Attorney will work with policy makers, write and develop policy papers, and disseminate information.
2. Work with state and local advocates to monitor and implement health access and care improvements for vulnerable populations. The Managing Attorney will, among other things, initiate and write policy papers for distribution to state and local advocates and coordinate, plan and implement communication strategies with advocates across the country. Additionally, the Managing Attorney will help to organize the annual Health Advocate's Conference and will engage in training, develop manuals and respond to requests for technical assistance. The Managing Attorney will also assist with litigation.
3. Engage in research, writing and other activities to provide analysis and critical thinking on developments affecting NHeLP's priorities
4. Be responsible for the overall management of the D.C. office, including evaluating and mentoring staff, assuring that grant requirements are met, writing and editing grant proposals and reports, recruiting and recommending applicants to the Executive Director for employment.

Qualifications:

* J.D. degree and admission to a state or D.C. bar

* Minimum of 10 years legal experience
* Experience with federal legislative and regulatory processes
* Experience in management of legal staff
* Expertise with publicly funded health care and civil rights laws and advocacy for vulnerable populations,
* Understanding of issues including Health Information Technology, data collections, and health disparities
* Knowledge of human rights concepts and approaches
* Applicants should possess a high level of independence and initiative, good judgment, excellent speaking and writing skills, the ability to produce the highest caliber legal work, creativity, excellent interpersonal skills, and an ability to model working with others towards common goals
* High level of competency in Web and electronic technology
