SALARY RANGE (Depending on Experience):
$6,840 - $9,170 per month; $82,080 - $110,040 per year; based on experience.
Additional increases up to $9,638 per month; $115,656 per year; based on longevity at PAI.

Disability Rights California (DRC) is a well-established, innovative non-profit organization dedicated to advancing the rights of Californians with disabilities. PAI works to achieve fairness and justice for people with disabilities through quality representation, advocacy, investigations of abuse and neglect, peer/self advocacy services, community partnerships, legislative and regulatory advocacy work, education and outreach. Our legal work includes individual and impact litigation.
JOB DESCRIPTION:
The Managing Attorney provides leadership, direction and over-all management of the regional office in Sacramento (one of four regional offices in California and the new Fresno Satellite office). The Managing Attorney directly supervises and mentors three Associate Managing Attorneys in Sacramento and one in Fresno, the Office Manager, and other attorney and advocacy staff as appropriate. There are approximately 30 staff in the Sacramento Regional Office and 3 in Fresno. The Managing Attorney collaborates with staff in their legal, advocacy, and outreach efforts and directly represents clients in administrative and judicial proceedings. The Managing Attorney works under the supervision of the Northern California Director of Litigation.
The Managing Attorney also serves as a member of the statewide PAI management team and leads the Sacramento regional office management team. He or she participates in organizational development and planning, inter-office coordination, community and government relations, and special projects.
JOB RESPONSIBLITIES
Management Responsibilities
1. Provide leadership, vision, direction and management of the Sacramento regional office.
2. Supervise the work of the Office Manager and Associate Managing Attorneys, and supervise other Senior Attorneys, Supervising Attorneys, Staff Attorneys, Advocates and other staff in the regional office as needed.
3. Lead, develop and mentor regional office staff.
4. Identify and assist in developing substantive and skills-based training and growth opportunities for staff.
5. Lead the Sacramento regional office management team.
6. Participate as a member of the statewide management team on behalf of the regional office.
7. Promote strong regional office morale and teams.
8. Prepare or coordinate training materials, publications, reports, or special projects, or make presentations about legal work as necessary, including reports to funding entities and PAI's Board of Directors.
9. Participate in agency-wide projects and meetings.
10. Monitor and support the provision of legal services in the regional office to ensure high-quality representation and advocacy.
11. Monitor compliance by regional office staff with DRC procedures, funding requirements, and regulatory requirements.
12. Other duties as assigned.
Advocacy Responsibilities
1. Represent people with disabilities in a range of activities, including negotiations, mediations, administrative and judicial proceedings, and legislative and regulatory advocacy. Wherever possible, team this work with staff in the regional office to provide mentoring opportunities.
2. Co-counsel with other PAI legal staff and/or outside counsel on litigation.
3. Work with PAI staff and other advocates on public policy and law reform issues.
4. Work with PAI staff on training, outreach, and other education activities for people with disabilities, particularly people in underserved communities.
5. Lead or actively participate in one or more substantive Workgroup teams.
MINIMUM QUALIFICATIONS:
(Applicants MUST meet EACH of the minimum qualifications to be considered for an interview)
1. J.D. Degree.
2. California State Bar membership; or eligible to practice under the Registered Legal Services Attorney Program (admitted to practice in another state and eligible to practice in California for three years under the California State Bar rules for the Registered Legal Services Attorney Program, and required admittance to the California Bar within three years.)
3. a.) Six years experience as an attorney directly representing clients, including litigation experience, with at least four years in public interest or civil rights.; and
b.) Three years experience in employee supervision and management.
(Legal clerkships or externships may be counted as up to one year of litigation experience.).
4. Ability to conduct research and analyses of pertinent legal authority.
5. Ability to analyze complex problems and develop creative solutions.
6. Effective communication skills sufficient to represent clients in legal hearings, meetings, negotiations or administrative proceedings, to actively promote legal, policy and legislative developments at state and local government levels, and to give public presentations, conduct trainings, and do community outreach.
7. Experience working with or sensitivity to individuals with disabilities.
8. Experience working with or sensitivity to individuals from ethnic or language distinct communities.
9. Demonstrated leadership in litigation or public policy advocacy, including the ability to head task forces, litigation or advocacy teams.
10. Expertise and ability to provide leadership in one or more substantive areas of importance to people with disabilities.
DESIRABLE QUALIFICATIONS:
1. Knowledge of laws, rights, and services as they pertain to people with disabilities, and/or direct representation of people with disabilities.
2. Experience in client representation and impact litigation, particularly in public interest and civil rights law.
3. Ability to read, write and speak Spanish or an Asian language, or ability to communicate using American Sign Language, with sufficient fluency to do client intakes and conduct trainings.
4. Experience in the disability rights movement and/or extensive contacts in the disability community.
5. Experience with and/or extensive contacts in ethnic or language distinct communities.
6. Familiarity and/or extensive contacts with one or more of the following: homelessness, criminal justice, substance abuse or Gay/Lesbian/Bi-Sexual/Transgender/Intersex (GLBTI) communities.
