The Assembly Judiciary Committee's 2008 omnibus Access to Justice bill (AB 3050) contains the following provisions:

1. Prohibits fraudulent misuse of the term "legal aid" and allows an injured consumer to file a complaint for injunctive relief, restitution, and damages, and a bona fide legal aid organization to bring an action for injunctive relief .

2. Establishes a pilot program to provide court interpreters to indigent parties in actions where fundamental rights are at stake, funded by $10 increase in first-paper filing fees in civil cases.

3. As introduced, the bill states the intent of the Legislature to promote pro bono legal services and financial support of nonprofit legal organizations that provide free legal services to underserved communities. This will be further specified to direct the State Bar rules revision commission to petition Supreme Court for adoption of ABA Model Rule 6.5 to ease conflict checks for lawyers who provide short-term limited legal services to a client through a nonprofit legal services organization, and/or to improve the transparency and accountability of law firms that, under current law, are obligated to make a good faith commitment to meet pro bono goals as a condition of receiving state government contracts, among other potential provisions to promote and facilitate pro bono.
