Introduction:

The evaluation reports reproduced here are a selection of the best reports received by the Equal Access Fund Commission and the Judicial Council of California in response to reporting requirements for Equal Access Fund grantees. They are offered in the hope that they will serve to both strengthen the quality and increase the quantity of evaluations in this important area that has to date received little research attention.
