LSC Funding Down $12 Million from FY 2006 in June 15 House Subcommittee Markup

Billington to the NLADA Legal Aid News listservOn June 15, 2006, the House Appropriations Subcommittee on Science, State, Justice, Commerce and Related Agencies approved an FY 2007 funding bill allotting $313.8 million for LSC. The Subcommittee's recommendation, which is well below LSC's $411.8 million request and $12.7 million less than LSC's FY 2006 appropriation, reflects an $11.3 million cut from FY 2006 for field programs. The Subcommittee's markup also includes a $460,000 bump for the LSC Inspector General (IG). In the Subcommitee's markup, the IG's budget makes up 0.95 percent of LSC's total funding, by far the highest percentage for an LSC IG since 1996. The budget for the Department of Defense IG is 0.05 percent of the department's total funding, and the budget for the Department of Health and Human Services IG is 0.03 percent of the department's total funding. David Obey (D-WI), Ranking Member of the Appropriations Committee, expressed deep concern about the Subcommittee's markup, saying that Congress was "waging a war on the poor." The full House Appropriations Committee is expected to consider the bill containing LSC's funding on June 20.
