Managing Director Legal Services Trust Fund Program

Office of Legal Services, Access & Fairness Programs

The State Bar of California announces an Executive Staff opening in San Francisco in

its Office of Legal Services, Access & Fairness Programs (OLSAFP). This is a unique

opportunity for an exceptional executive to serve the largest State Bar in the nation in

the vital area of legal services funding.

The Legal Services Trust Fund Program (LSTFP), known also as the Interest on

Lawyers Trust Account (IOLTA) Program, operates under the State Bar’s Office of
 
LegalServices, Access and Fairness Programs to administer a substantial grants

program.

The LSTFP currently manages two significant streams of funding (IOLTA and Equal

Access Fund) and is in the process of pursuing additional revenue. Requirements for

the administration of the LSTFP are established under California Business &

Professions Code Section 6210, et seq. Standards for implementation of the Equal

Access Fund, are established in the annual State budget (managed under oversight of

the Judicial Council).

Duties: The Managing Director, LSTFP serves under the general direction of the

Director OLSAFP and the Legal Services Trust Fund Commission. Primary

responsibilities include grant and compliance audit administration, fund maximization,

interacting with financial institutions, supporting and staffing the Trust Fund

Commission, and representing the program to internal and external constituencies. The

Managing Director will be an advocate for increasing legal services funding on a

statewide and national basis. The Managing Director will participate in the development

of State Bar and California policy and legislation that pertain to legal services funding

and related areas.

Minimum Requirements: Bachelors Degree in public or business administration or

equivalent; at least six (6) years progressively responsible experience in administering

legal services programs or equivalent; two (2) years management/supervisory

experience administering personnel and budget requirements. A Masters Degree or

Juris Doctorate may substitute for up to two years of experience.

Additional Characteristics: Ability to manage diversity and change in a challenging and

fast-paced environment; commitment to public service; ability to navigate the legislative

process; ability to develop marketing plans and publicity materials; interpersonal,

negotiation, oral and written communication skills; personnel administration and

teambuilding skills in a union environment; familiarity with grant and compliance audit

functions; familiarity with the nonprofit legal services community and client needs.

Comfortable strategizing broad-based promotional programs in conjunction with and

directed to attorneys, bar associations, courts, financial institutions and other key

stakeholders and leading policy decisions regarding new revenue sources. Prefer

candidates familiar with legal issues relating to IOLTA programs and legal services

funding.

 Grant and project development and administration

 IOLTA revenue enhancement

 Policy analysis and advocacy

 Program assessment and peer review

 Resource development

 Business planning

 Strategic planning

Compensation & Benefits: This is a Grade 54, Executive Staff position, salary range

$80,985 - $117,477. The position is based in San Francisco. Benefits are determined

by the State Bar’s Rules & Regulations Pertaining to the Employment of Executive Staff.

The position is eligible for California Public Employee Retirement System ("PERS")

membership.

The State Bar is a public corporation in the judicial branch of state government. It

serves as the administrative arm of the Supreme Court of California in the regulation of

the legal profession, promotes the professional interests of California attorneys,

educates the public on the legal system, and seeks to improve the administration of

justice. The organization is funded by mandatory licensing fees set by statute,

application and voluntary fees, and investment income. The Legal Services Trust Fund

Program is independently supported by IOLTA and State Budget funds. The State Bar’s

OLSAFP fulfills the State Bar’s responsibility to improve the administration of justice and

enhance access and fairness within the profession.
