National Center for Youth Law and Children's Rights Inc. Release New Report on Improving the Child Welfare Workforce

The National Center for Youth Law (NCYL) and Children's Rights Inc. (www.childrensrights.org) are pleased to announce the release of a new report, Improving the Child Welfare Workforce: Lessons Learned from Class Action Litigation.

The report, funded by Cornerstones for Kid (www.cornerstones4kids.org), reviews efforts across the country to strengthen the child welfare workforce through litigation, which has served as a catalyst to increase resources and address critical workforce issues such as caseloads, training, and retention.

The study analyzes the experiences of 12 jurisdictions following child welfare litigation settlements or consent decrees requiring workforce improvements. The jurisdictions analyzed in the report are Arkansas, Utah, Maryland, Washington D.C., Kansas City (Missouri), Illinois, Tennessee, Milwaukee, New Mexico, Connecticut, Alabama, and Broward County (Florida). Interviews were conducted with 70 key stakeholders including child welfare agency representatives, court monitors, GALs, judges, private providers, advocates, plaintiffs' counsel, and mediators to determine progress made and barriers to success. Interviewees were extremely candid, providing very rich perspectives. Their recommendations, contained in this report, provide a useful framework to guide current and future reform efforts in or outside the context of litigation and to build upon the successes already achieved.
