Health Savings Accounts: No Solution for the Uninsured

With Health Savings Accounts (HSAs) once again in the news, the California Budget Project wants to remind you of a recently released Budget Brief, "Health Savings Accounts: No Solution for the Uninsured." This Budget Brief finds that these accounts would not make health coverage affordable for most uninsured Californians, most of whom have low incomes and would not benefit from tax breaks for individuals with HSAs. In addition, individuals with high-deductible health plans face substantially higher health costs than those with lower deductible plans and tend to have problems accessing needed health care.
HSAs also pose substantial risks for workers with comprehensive employer-based coverage and provide unprecedented tax breaks for high-income, healthy individuals.
