All County Letter RE: DRA Proof of Citizenship Requirements

To All Stakeholders:

The attached All County Welfare Directors Letter (07-12) provides the instructions necessary to implement the citizenship and identity requirements for the Medi-Cal program as provided in federal and State law. We sincerely appreciate the assistance and advice you have provided the Department over the past year in developing these instructions. Your participation has enabled us to comply with the federal requirements and minimize the impact of these provisions on applicants and beneficiaries.

The Department has reviewed hundreds of comments responding to two earlier drafts of the All County Welfare Directors Letter (ACWDL) and pursuant to state law has incorporated as many changes as possible to make it easier for Medi-Cal applicants and beneficiaries to comply with this requirement while still meeting the requirements of the federal law. The ACWDL includes the English version of the forms and notices.

In addition to the citizenship ACWDL, other related information will be released based on the following time line:

June 5, 2007
Post ACWDL on ACWDL internet listing
Post ACWDL on DRA Citizenship internet
Post the Spanish version of the forms and notices

Begin release ACWDL by regular mail

June 8 - June 30
Remaining forms and notices translated into threshold languages and posted on DRA Citizenship internet. (Arabic, Armenia, Chinese, Farsi, Hmong, Khmer, Korean, Lao, Russian, Spanish, Taglog and Vietnamese). Each language will have all of the enclosures in a PDF file for that language.

June 15 - June 30 Post 3 fliers and 1 poster on the DRA Citizenship Internet (in all threshold languages). Information about the availability of the fliers and poster will be posted on the DRA internet.

June 18, 2007
Release All Plan Letter on the citizenship and identity requirements to managed care plans.

July 2, 2007
Notice to all current beneficiaries on new DRA requirements

Notice to all current beneficiaries for whom a California birth record match was found; only proof of identity is require

July 2, 2007
Issue provider bulletin informing providers of the new DRA requirements

The attached letter, along with all forms referenced in the ACWDL, will be posted at the following website: www.dhs.ca.gov/dra. This website also contains previous drafts of the ACWDL and other relevant documents from the federal government on this matter.
