State funds for Civil Representation Pilot Projects Dropped from Budget Process

It is our understanding that unfortunately, the $5 million pilot project item did not make it through the process. The Senate Budget Subcommittee has not included any funding for the Pilots, and so it was not included in the budget as approved by the Senate. On the Assembly side, it was changed in the Assembly Budget Subcommittee to an item that was half for representation and half for self-help centers. As a result of the discrepancy between the Senate and Assembly budgets, the item went into Conference Committee.
Our understanding is that ultimately the representation portion was dropped by the Conference Committee, primarily because of the potential it had for major new funding requirements down the road.

Here is the language that currently accompanies the self-help appropriation (but please note that the Conference Committee continues to work on the budget and as of today there is no final Budget Act to send to the Governor):
Of the funds appropriated in Schedule (1) of this item, $2,500,000 shall be available for the expansion of self-help programs to court locations without an existing self-help program, or to additional case types in court locations with self-help programs.
