Schwarzenegger Taps Justices For 2nd District Court of Appeal

Gov. Arnold Schwarzenegger on Friday made three appointments to California's 2nd District Court of Appeal and named 17 judges to Superior Courts across the state.
If confirmed by the Commission on Judicial Appointments, Los Angeles County Superior Court Judges Patricia A. Bigelow and Frank Y. Jackson will be associate justices to Division Eight and Division Seven, respectively. Associate Justice Robert M. Mallano of Division One will become its presiding judge. The compensation for each is $204,599.
"I am thrilled and deeply honored," said Bigelow, 47, who lives in Santa Monica.
Bigelow, a Republican, has been a Los Angeles County Superior Court judge since 1998 after serving as a Municipal Court judge from 1995 to 1998. Prior to that, she was a deputy state attorney general. Bigelow graduated from Pepperdine University School of Law. She will fill the vacancy created by the death of Justice Paul Boland.
Jackson, 59, could not be reached for comment. According to the governor's office, he has been a judge in the Los Angeles County Superior Court since 1993. Before that, he was an Antelope Valley Municipal Court judge starting in 1990. Between 1973 and 1990, Jackson was an attorney in private practice at Cosgrove, Michelizzi, Schwabacher, Ward & Jackson. He graduated from McGeorge School of Law. Jackson is a Republican and lives in Palmdale. He will fill the vacancy created by the retirement of Justice Earl Johnson Jr.
Mallano, 69, will become the presiding judge of Division One, filling the vacancy of Justice Vaino Spencer, who retired. Mallano has been an associate justice since 2000.
"I'm just very pleased," he said of his appointment. "I'm very happy about it."
Mallano, of Rolling Hills, was a Los Angeles County Superior Court judge from 1980 to 2000. Prior to that, he was a South Bay Municipal Court judge starting in 1978. Mallano, a Democrat, was an attorney in private practice and also served as a Los Angeles County deputy district attorney before he became a judge.
Schwarzenegger also made several Superior Court appointments on Friday. The compensation for each is $178,789. The appointees do not have to undergo a confirmation process.
Kern County: Michael E. Dellostritto, 59, private practitioner; John S. Somers, 49, supervising deputy district attorney; Louie L. Vega, 59, Kern County Superior Court commissioner. All three are from Bakersfield.
Monterey County: Thomas W. Wills, 59, of Monterey, partner at Wills & Benoit.
Orange County: Jacki C. Brown, 56, of Orange, senior research attorney for the 4th District Court of Appeal; Donald F. Gaffney, 43, of Walnut, assistant U.S. attorney; Bob Gannon, 64, of Irvine, assistant U.S. attorney; Kim R. Hubbard, 54, of Laguna Beach, sole practitioner; and James L. Waltz, 54, of Aliso Viejo, Orange County Superior Court commissioner.
Sacramento County: Elena J. Duarte, 42, of Valencia, Los Angeles County Superior Court judge.
Santa Clara County: Jacqueline M. Arroyo, 45, of Scotts Valley, deputy district attorney; L. Michael Clark, 53, of San Jose, senior lead deputy county counsel.
Santa Cruz County: Timothy R. Volkmann, 54, of Santa Cruz, partner Burton, Volkmann & Schmal.
Ventura County: Kevin G. DeNoce, 47, of Ventura, and David R. Worley, 53, of Camarillo, both Ventura County Superior Court commissioners.
Yolo County: Janet Gaard, 52, of Davis, chief assistant attorney general for division of public rights for California; Paul K. Richardson, 60, of Sacramento, Yolo County Superior Court commissioner.
