Governor signs four bills sponsored by Western Center on Law & Poverty

The Governor signed AB 191, AB 1142, SB 290 and SB 120, the four bills sponsored by Western Center.

AB 171 (Jones, D-Sacramento) protects low-income consumers from predatory marketing of 3rd-party dental credit and loans. Among other things, it would prohibit dentists from arranging for credit while a consumer is under the influence of anesthesia.

SB 290 (Leno, D-San Francisco) makes permanent the requirement that landlords give tenants 60 days' notice of a no-fault eviction. By giving tenants more time to move when they are evicted through no fault of their own (e.g., a sale, owner move-in, or major rehab), low-income tenants would be able to secure replacement housing they can afford, children could stay in schools without disruptive mid-year changes, and disabled renters would have a better chance at obtaining affordable, accessible housing.

AB 1142 (Price, D-Los Angeles) protects Medi-Cal beneficiaries from being billed for services already covered by Medi-Cal; many low-income families have had their credit ruined for charges they weren't supposed to be billed for.

SB 120 (Lowenthal, D-Long Beach) allows tenants in houses facing utility disconnects due to the landlord's failure to pay the bill to start service in their own names without paying the landlords' arrearages, and to deduct those subsequent utility charges from the rent.
