GOVERNOR SCHWARZENEGGER SIGNS STATE BUDGET OFFICIALLY ENDING 100 DAY STALEMATE

Governor Uses Line Item Veto Power To Make $962 Million In Additional Cuts To Budget Bill – Bulk of Cuts Hits CalWORKS and Child Care Programs

 

SACRAMENTO, CALIF (CDCAN) [Updated 10/08/2010 05:40 PM (Pacific Time)] – Governor Arnold Schwarzenegger late this afternoon signed the long delayed 2010-2011 State budget, giving California a budget and officially ending the 100 day long stalemate.

 

The Governor however, using his line item veto power, deleted $962 million from the budget bill, including $366 million from the CalWORKS program – the state’s “welfare to work” program that includes many parents and children with disabilities and/or mental health needs, and $256 million from the State’s subsidized child care program. [CDCAN will issue report later today detailing all the line item vetoes made today and also detail all the cuts made impacting people with disabilities, mental health needs, seniors, low income families and workers, community organizations, facilities who provide supports and services]

 

The Governor signed the budget bill before leaving tomorrow for Russia for meetings with the Russian president.

 

Governor Will Take Action on About 20 Budget Trailer Bills In Coming Week

The Governor will sign about 20 other budget related bills, called budget “trailer bills” because those bills follow or trail the main budget bill probably within the next two weeks.

 

Those bills – which make up the budget agreement agreed to by the Governor and four Democratic and Republican legislative leaders, include the necessary changes in state law to implement various cuts and other policy changes in the main budget bill.

 

The date when he signs some of those budget trailer bills are critical because some changes – such as the 3.6% reduction in authorized hours for all IHSS recipients and imposing new requirements on IHSS workers in terms of disqualifying convictions begin to take effect 90 days after the bill is enacted (enactment on urgency or emergency bills such as the budget bill or budget trailer bills take effect immediately after being signed by the Governor).

 

Typically governors review and sign trailer bills several days or even one or two weeks after the main budget bill.

 

Legislature Passes Budget Friday Morning and Adjourns

As previously reported, the State Senate adjourned this morning at 08:25 AM after final vote on two budget related bills dealing with education (SB 851) and health (SB 853).

 

The State Senate as a whole, like the Assembly, will not return to the State Capitol until the first week of December when newly elected members are sworn in and take office.

 

As previously reported this morning, the State Senate finally mustered enough votes to pass SB 870 , the bill that contains the long delayed 2010-2011 State Budget. The final vote, which was taken early Friday morning at 7:13 AM by a vote of 27 to 9.

 

The Assembly passed the budget bill over 12 hours earlier, late Thursday afternoon by a vote of 54 to 1, and adjourned at 6:18 AM, Friday morning, after it completed voting on all budget related bills that the State Senate was able to pass Thursday evening and in the early morning hours of Friday.

 

CDCAN will issue report later today with more details regarding the budget and its impact on children and adults with disabilities (including those with developmental disabilities, traumatic brain and other injuries, MS, Alzheimer’s and other disorders), mental health needs, seniors, low income families, workers, community organizations and facilities who provide supports and services.

· AB 1624 – State Finance budget trailer bill (gives State Controller authority regarding state cash flow problems including certain payment deferrals through November 2010)
