LAAC files Amicus Brief in People v. Cathy Dawn Garcia

LAAC has filed its amicus brief in People of California v. Cathy Dawn Garcia, aruing that the doctrine of collateral estoppel must apply to bar criminal prosecution for welfare fraud when a favorable administrative decision held the underlying overpayment was caused by county error.
